About City of Tybee Government

The City of Tybee operates under a Council-Manager form of government. The Tybee Island City Council appoints the City Manager to serve as the Chief Executive Officer of the city to implement the directives and actions of the City Council and is responsible for the daily operations of the City. 

The City Manager is to provide guidance and information to the City Council, provide resources to the city staff, administer the business affairs of the City and acts as a conduit for information between individuals, departments and officials.

The goal of the City Manager's Office is to make city services responsive, efficient, and transparent, all while maintaining a strong connection with the community.

Powers and duties generally (City Code Section 3-108).  Key duties:

  • Serves as the Chief Executive and Administrative Officer of the City.
  • Responsible to the Mayor and Council for proper and efficient administration of the City government.
  • Appoint and, when the manager deems it necessary for the good of the City, suspend or remove all city employees and administrative officers the manager appoints, except as otherwise provided by law or personnel ordinances adopted pursuant to the Charter.
  • Direct and supervise the administration of all departments, offices, and agencies of the City.
  • Attend all City Council Meetings.
  • Prepare and submit the annual operating budget and capital budget to the City Council
  • Submit to the city council and make available to the public a complete report on the finances and administrative activities of the city as of the end of each fiscal year.
  • Make such other reports as the City council may require concerning the operations of the city departments, offices, and agencies subject to the manager's direction and supervision.
  • Keep the city council fully advised as to the financial condition and future needs of the City and make such recommendations to the City council concerning the affairs of the city as the manager deems desirable.
  • Perform other such duties as are specified by the Charter or as may be required by the City council.
